Property Condition Assessments
Armstrong-Douglass has its roots in performing traditional structural engineering for new buildings and for renovation of existing buildings. From day one, the firm's founders were determined to build a practice based on providing sensible, cost-effective solutions to complex building designs. Our talented staff of registered engineers and EITs has adopted this philosophy as their own, and practice it every day. Using the latest, state-of-the-art tools for analysis, design, and modeling, our firm is able to quickly arrive at practical design solutions that allow accurate cost estimates to be prepared by the contractor at a much earlier stage in the process. Building Information Modeling (BIM) using the Revit platform is a standard tool in our office, allowing easy drawing communication and interference detection/correction with architects, other consultants and contractors.
We perform a variety of structural evaluations, including forensic, feasibility (capacity), and peer or third-party reviews. Occasionally we are asked to perform forensic studies to determine the likelihood of an approaching failure, the probable cause(s) of a structural failure and to make recommendations on the repair or replacement of the failing or failed component(s). Our firm is frequently retained to perform feasibility (or capacity) studies to determine if existing portions of a structure have the ability to support a greater load. Adding floors to a building or bringing in new, heavy equipment on an existing floor are examples of situations where a feasibility study would be necessary. Occasionally, we are asked to perform peer or third-party reviews to verify the proposed design is neither under- or over-designed.
Our firm offers Property Condition Assessments (PCA) based on the ASTM E2018-15 Standard Guide for Baseline Property Condition Assessments. The primary purpose of the PCA is to present an accurate baseline assessment of the current physical condition of all improvements on the site, along with an estimate of probable costs for necessary and recommended repairs. The assessment begins with interviews with facility managers and others who are knowledgeable about the history and current condition of the building and grounds, along with a review of readily available drawings and documents that describe building additions/revisions, maintenance, code violations, previous assessments, etc. In the walk-through survey we look at pavement, flatwork, signage, landscaping, drainage, exterior and interior finishes, roofing, electrical system, plumbing system, and mechanical system. We prepare a Property Condition Report (PCR) that notes the current condition of each of the components/systems reviewed, highlighting any that are found to be in poor condition. Gross violations of the building, safety, or accessibility codes are also noted, but in some cases a more detailed report will be required.
We are a self-certified Small Business Entity (SBE). As a registered contractor with the Federal Government, we can participate in projects with public entities in which SBE participation is mandated.

Building facades are considered to be one of the most expensive and potentially highest risk elements of any major project. Historically, building facades have the greatest level of failure of any part of a building fabric, and the pressure for change and adaptation due to environmental and energy performance needs is greater than any other element of a building. As a result, façade engineering has become a science in its own right.
Armstrong-Douglass offers facade engineering as a separate and distinct service. We assist the architect with facade design by engineering wall framing, header beams, jambs, lintels, canopies and other structural components. Facade engineering is becoming increasingly important with advances in material and fabrication technology, implementation of energy codes and the power of Building Information Modeling to develop and visualize unique exterior skin solutions. Our engineers consult with the architect regarding their goals for the building facade, from both a modeling and a multi-disciplinary engineering standpoint.
We offer a single-source for architectural clients in designing the structural aspects of glazing systems, specialty coverings and screening elements. Deliverables include a greater degree of information about the framing components of the building facade. This approach results in construction documents tightly coordinated with glazing systems and other architectural facade elements. The end result is a well-conceived, cost-effective solution with no redundancies or design gaps that allows the contractor to generate accurate cost estimates at an earlier stage in the project delivery process.
